Developments in technology and society have left
established institutions in need of introspection, while
emerging actors find themselves with a newfound agency.
Yet traditional systemic issues such as geopolitical shifts
and economic disparities persist, entrenching new barriers
in our globalized world. It is within this juxtaposition of
emerging and persisting issues, of interconnectedness and
fragmentation, that we host the 5th International
Conference on Administrative Science, Policy, and
Governance Studies (ICAS-PGS), the 6th International
Conference on Business Administration and Policy (ICBAP),
and the inaugural International Fiscal and Tax
Administration Conference (IFTAC). It is also within that
context that we have chosen “Trust, Transparency, and
Transformation: Rethinking Policy and Administration in a
Turbulent World” as the theme for this year’s conference.
The traditional understanding of global governance, often
revolving around state-centric institutions, is being
challenged by the rise of diverse actors such as non-state
organizations, multinational corporations, and global
cities. Alongside the rise of these new actors is the
emergence of complex, interconnected crises. This year’s
conference acknowledges this multiplicity of power centers and decision-making nodes, while
exploring how this polycentricity impacts our ability to address urgent global challenges.
